Job Description & Responsibilities
Responsibilities include:
• Develop and implement financial plans, budgets, and forecasts in alignment with the strategic goals of the Malta Film Commission
• Prepare accurate and timely financial reports, including but not limited to income statements, balance sheets, and cash flow statements for management and stakeholders
• Oversee the budgeting process, monitor budgetary performance and provide financial insight to support decision-making
• Manage and optimise cash flow to ensure the availability of funds for operational needs and strategic initiative
• Ensure compliance with financial regulations, accounting principles, and government policies
• Collaborate with internal and external auditors to facilitate audits and ensure compliance
• Conduct financial analysis to assess the financial health of the organisation and provide recommendations for improvement
• Ensure that film productions receiving rebates adhere to all contractual obligations and compliance requirements
• Identify and assess financial risks, and implement risk mitigation strategies
• Oversee the collaboration of auditing teams that conduct periodic audits of rebate recipients
• Provide guidance and training to trainees (if any) and stakeholders on the details and requirements of the cash rebate programme
• Implement and maintain a robust financial system and measures to enhance efficiency and accuracy
• Provide strategic advice to senior the Commissioner and the Board
• Collaborate with other departments, including but not limited to marketing, policy, and facilities, to align financial strategies with overall organisational goals
• Develop and implement tax strategies to optimise the organisation’s tax position
• Review and advise on financial aspects of contracts, ensuring compliance with financial policies
• Identify opportunities for process improvement and implement changes to ensure financial operations
This appointment is on a definite contractual basis.
The first year is subject to a probationary period.
In terms of the Salary Structure binding all MFC employees, the post of Head of Finance level 9, with salary rises by annual increments subject to a positive employee performance review.
Qualifications required
Applicants must:
• Possess a recognised Master’s degree at MQF Level 7 (subject to a minimum of 90 ECTS / ECVET credits, or equivalent) in Accountancy or a comparable professional qualification, plus three (3) years relevant work experience of which one (1) year must be in a management position
Or
• Possess a recognised Bachelor’s degree at MQF Level 6 (subject to a minimum of 180 ECTS / ECVET credits, or equivalent) in Accountancy or a comparable professional qualification, plus five (5) years relevant work experience of which one (1) year must be in a management position
Or
• Have eight (8) years relevant work experience of which three (3) years must be in a management position
