Job Description & Responsibilities

The Manager Finance is a key member of the Business Support Unit and will be responsible for the following duties:

Finance Duties:
• Coordinate the finance department
• Perform end of month and end of year routine process, together with the relevant routines at the beginning of the following year
• Prepare ad hoc reports and any other duties that may be assigned by the Head of Business Support
• Liaise with government departments and other agencies or institutions, on matters related to finance
• Ensure that any collection of revenue from different sources is maximized to the full and that proper account is kept thereof
• Assist the Head of Business in drawing up reports of a financial nature as well as assist in the annual budgetary process
• Verify the correctness of the book-keeping records and accounting on the entity’s accounting software (SFM)
• Review and approve on a regular basis, bank transfers and cash movements including petty cash to supporting documents and ensure authorizations, financial transparency and control compliance
• Prepare and post accrual and prepayment journals as needed
• Post the wages journal at the end of each payroll run and thereafter perform regular wages reconciliations
• Review and assist in the finalisation of the monthly management accounts
• Assist in order to claim tranches on a monthly basis of Government Subvention
• Provide accounting and financial assistance in closing off the year-end including the liaison with auditors
• Maintain accounting databases of key information as required by the Head of Business Support and perform regular backups of the accounting software
• Assist in the monthly and quarterly submissions of Financial Data Reporting Systems (FDRSs)
• Compile information in order to reply to PQs of a financial nature
• Keep abreast of developments related to Accounting and Finance
• Manage, control and direct staff under his/her direct responsibility
• Review the work carried out by the centre coordinators and provide adequate training, when deemed necessary
• Liaise with the Services Department regarding the ongoing information retained on the FES online portal

Payroll Duties:
• Take overall responsibility for the payroll function
• Oversee time & attendance records of all employees working within the entity
• Supervise the inputting of data in the payroll system and monitor in the payroll preparation
• Ensure that vacation and sick leave records are correctly inputted in the system
• Assume overall responsibility for the management of payroll related queries and facilitate resolutions
• Keep abreast of developments in Payroll Administration
• Liaise with the HR Department regarding information required for payroll purposes

Qualifications required

Applicants must:
• Be in possession of a recognised Masters’ degree qualification at MQF Level 7, in Accounting, Business, Administration, Economics, Financial Services, or a comparable qualification; plus three (3) years relevant work experience of which two (2) must be in a management position
or
• Be In possession of a recognised Bachelor’s Degree qualification at MQF level 6, in Accounting, Business, Administration, Economics, Financial Services, or a comparable qualification; plus five (5) years relevant work experience of which (2) must be in a management position

In addition, applicants must:
• Have effective communication skills in both Maltese and English
• Produce a recent police conduct
